The President signed into law the Patient Protection and Affordable Care Act on March 23, 2010. The Act amended Title V of the Social Security Act to include a new formula grant program entitled the Personal Responsibility Education Program (PREP). The purpose of State PREP is to enable States to support personal responsibility education programs that replicate evidence-based effective program models or substantially incorporate elements of effective programs that have been proven on the basis of scientific research to change behavior, which means delaying sexual activity, increasing condom or contraceptive use for sexually active youth, or reducing pregnancy among youth. PREP is funded by the Administration of Children and Families (ACF) Family and Youth Services Bureau (FYSB).
Georgia’s Personal Responsibility Education Program (PREP) is administered by the Georgia Division of Family and Children Services (DFCS). Georgia PREP is designed to educate youth on both abstinence and contraception for the prevention of unintended pregnancy and sexually transmitted infections (STI’s), including HIV/AIDS. The program targets youth ages 10-19 who are, in foster care, live in rural areas or in geographic areas with high teen birth rates, or come from racial or ethnic minority groups. The program also supports pregnant and parenting teens under the age of 21. In addition to reducing and preventing teen pregnancy and STI infection, the program assists youth become healthy, responsible, self-sufficient adults by educating them on healthy relationships, adolescent development, financial literacy, parent-child communication, educational and career preparation, and healthy life skills.

During the open funding period, potential sub-awardees may participate in the PREP SoN Conference calls on Tuesday, July 12, 2016 at 11am and 1pm to ask any questions. GA-PREP will respond to all questions via the scheduled conference calls. This will allow prospective applicants and existing sub-awardees to receive additional clarification regarding the Georgia State PREP Statement of Need application process and to provide proposal development assistance where possible.

The Personal Responsibility Education Program (PREP) within the Georgia Division of Family and Children Services would like to announce the release of the Georgia State PREP Statement of Need (SoN) for Federal Fiscal Year (FFY) 2017. The Personal Responsibility Education Program is accepting applications from existing public and private youth development entities located throughout the state of Georgia to support them in implementing evidence-based and medically accurate health education program models. Funded programs must target youth at disproportionate risk (YDR) between the ages of 10-19 (up to 21 if pregnant or parenting). The Georgia Department of Human Services, Division of Family and Children Services and Personal Responsibility Education Program reserve the right to make any updates or omissions to this SoN while it is posted and reserve the right the cancel this SoN at any time. Additionally, the Personal Responsibility Education Program reserves the right to reject any or all proposals upon review and evaluation.
NOTICE FOR CURRENT PREP CONTRACTORS: All current Federal Fiscal Year (FFY) 2016 contractors of the Personal Responsibility Education Program MUST respond to this SoN based on the guidelines herein if seeking consideration for funding for FFY 2017. A prior award or current contract with DHS/DFCS is not a guarantee or commitment for continued or future funding.
