Child and Family Services Plan (CFSP)
The Child and Family Services Plan (CFSP) is a strategic plan that sets forth a State’s or Tribe’s vision and goals to strengthen its child welfare system. It outlines initiatives and activities that the State or Tribe will carry out over the next 5 years to administer and integrate programs and services to promote the safety, permanency, and well-being of children and families.

The APSR provides annual updates on the progress made toward accomplishing the goals and objectives in the CFSP. Completion of the APSR satisfies the federal regulations by providing updates on a state's annual progress for the previous fiscal year and planned activities for the upcoming fiscal year.

Child and Family Services Review (CFSR)
The Children's Bureau conducts the CFSRs, which are periodic reviews of state child welfare systems, to achieve three goals:
- Ensure conformity with federal child welfare requirements
- Determine what is actually happening to children and families as they are engaged in child welfare services
- Assist states in helping children and families achieve positive outcomes
After a CFSR is completed, states develop a Program Improvement Plan (PIP) to address areas in their child welfare services that need improvement. Additional information on the CFSR and PIP process can be found at cfsrportal.acf.hhs.gov.

Title IV-E State Plan for Foster Care and Adoption Assistance
As a condition of receiving title IV-E of the Social Security Act (SSA) funding, states, territories, and tribes must have a title IV-E plan (or pre-print) that is approved by the U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF) that applies to title IV-E program components for foster care, adoption, and kinship guardianship. The title IV-E plan ensures that the state will adhere to federal plan requirements primarily intended to ensure children’s safety, permanence, and well-being.

Title IV-E State Plan for Prevention Services and Programs
The Family First Prevention Services Act (FFPSA) authorized new optional title IV-E of the SSA funding for time-limited (one year) prevention services for mental health/substance abuse and in-home parent skill-based programs for target populations. Title IV-E agencies that elect to provide title IV-E prevention services and programs must have a five-year title IV-E prevention services and program plan (prevention plan pre-print and Georgia Title IV-E Prevention Plan) that is approved by the U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF), that meets the statutory requirements.
