The Levels of Care (LOC) Indicator Manual explains that there are Six different Levels of Care developed for assisting DHR/Department of Family and Children Services (DFCS) staff, Department of Juvenile Justice (DJJ) staff, and private Foster/Child Care provider staff in making appropriate placement and treatment planning decisions for each child in care.
